摘要
金融危机过后全球面临重大的战略调整期,跨国公司纷纷把产业转移到发展中国家,外包作为国际服务产业转移的重要形式,也是扩大服务贸易和利用外资的重要途径。许多国家和地区已经把承接服务外包作为新的经济增长点之一,辽宁具有良好的区位优势、完善的支持服务外包的政策体系和充足的人力资源,因此应当进一步大力发展服务外包。政府应继续完善和出台服务外包产业政策,优化发展环境,大力引进和培养服务外包人才,积极开拓欧美市场,加快园区建设,打造龙头企业,树立自主品牌,加强核心竞争力,实现经济增长方式的转变。
Many Multi-national corporations have been transferring their service industry to a lot of developing countries as this period is the strategic adjustment time, service outsourcing is a new channel of expanding export of service trade and utilizing foreign direct investment in many countries, Liaoning province has many location advantages such as market conditions, human resources, favorable service outsourcing policies, industry basis, therefore, it is necessary to further perfect the service outsourcing policies,introducing many talents, exploring the market of Europe and America, establishing zone, having our own brands, encouraging our self-creativity, improving our core competitiveness, realizing the transfer of economic increasing mode.
