摘要
科研院所是我国基础研究和高新技术领域科研创新的生力军。但由于长期以来知识产权及风险管理意识薄弱、管理机构及专利激励机制不健全和保护投入不足等原因,使得现在科研院所普遍存在成果多专利少、专利成果转化难等问题,这与科研院所的实际科研水平并不相符。本研究从目前科研院所专利管理状况为切入点,深刻分析了我国科研院所专利管理中存在的问题并提出较为合理可行的解决方案,对科研院所实施专利管理战略具有一定的参考意义。
The institutes are the new force on the aspect of innovation in basic research and high-tech research field. However,due to the long-term weak awareness of intellectual property rights and risk management,imperfect mechanism of management agencies and the patent incentive,and insufficient protection of investment,now all the institutes have the common problems of more results less patents,the conversion of patents is difficult,this does not match the actual scientific researching level of the institutes.Patent management situation of the institutes as the starting point,this article analyzed the problems on patent management of Chinese institutes,and proposed a more reasonable and feasible solutions,it would have a certain reference significance for institutes on patent management.
