摘要
随着矿业的持续发展,矿业权交易随之大量涌现,交易双方因地质资源/储量、经济技术指标、评估方法等意见不同,导致矿业权价值很难确定,最终导致矿权交易项目不能顺利进行。就其原因,主要涉及地质储量备案、资源开发利用方案编制、可行性研究报告的编制、评估机构专业技术人员的水平等存在一定问题。该文针对这些问题,提出了相应的措施,以供同仁参考。
With continuous development of the mining industry,the mining rights transactions are emerging.The stakeholders have different opinions on resource reserves,economic and technological criteria,appraisal procedure,which makes it hard for the mining rights to evaluate,and eventually blocks the mining rights transaction.The main problems exist in geologic reserves records,the compiling of and feasibility study reports,the professionals standards of appraisal agencies,etc..In this article,we put forward some measures to the problems.
