摘要
滨海新区管理体制改革全面启动以来,打破了过去各区各自为政、无序竞争的局面,破解了过去制约全区发展的体制机制束缚,有力地促进经济社会又好又快发展。但滨海新区目前仍处于转轨期,还没有完成从空间整合、公章整合到功能整合、流程整合的过程。随着行政管理体制改革的逐步深入,一些更深层次、更复杂的体制机制问题逐渐暴露。本文通过对滨海新区行政管理体制改革的总结分析,对滨海新区行政管理体制改革的深化与完善提出了对策建议,从而推动新区尽快建立起"统一、协调、精简、高效、廉洁"的行政管理体制。
Since the management system reform in Binhai New Area started,the situation of district fragmented and disorderly competition in the past has changed.The past restriction of institutional mechanisms of the regional development has lifted,all of which is bound to promote sound and rapid economic development.However,Binhai New Area hasn’t completed the process from spatial integration and seal integrated into functional integration and process integration,for it is still in a transition period.With gradual development of the administrative reform,more underlying and complex problems in institutional mechanisms have been gradually emerged.This paper puts forward the suggestions on the development and perfection of the administrative reform in Binhai New Area by analysis and summary to promote the construction of the administrative management system into a ＂unified,coordinated,streamlined,efficient and probity＂.
