摘要
军民科技融合发展实质上是一个技术扩散过程,必须解决好技术势差、距离与扩散通道等方面的问题。作为一个军工科技资源大省,陕西推动军民科技融合发展,必须大力发展军民两用技术,构建军民融合科技产业基地,健全军民科技融合创新平台,创新军工科研管理体制机制,制定有利于军民科技融合发展的知识产权政策。
As the civil - military integration of scientific and technical resources is substantially a technology diffusion process, it is needed to tackle the problems like technological potential difference, distance, diffusion paths, etc. As a province with rich scientific and technical resources of military industries, to propel the integration and development of civil - military science and technology, Shaanxi should make great efforts to develop technology for both military and civil uses, set up civil -military integration industry bases, construct innovation platforms, form innovative management systems and operational mechanisms, and formulate intellectual property right policies.
