摘要
促进资源型城市服务业大发展是实现其产业转型的重要领域。以我国49座地市级资源型城市作为研究对象,并将之分成东、中、西和东北4大板块,煤炭、有色冶金、黑色冶金、石油、森工和其他城市6种类型,特大、大和中小城市3个规模;采用服务业增加值、就业人数、分行业增加值和单位从业人员等数据,从静态和动态两个层面分析了其服务业发展的规模、速度和结构特征;随后剖析了其发展滞后的原因;最后根据"分类指导、因地制宜、因时而异"的指导思想,按照针对性、可操作性等原则,提出了加快资源型城市服务业发展的政策建议。
Promoting the service industry development of resources-based cities is important domain for achieving their industrial transformation. In this research 49 Chinese typical resources-based cities were selected, firstly they were divided them into 4 large parts： east, middle, west and northeast parts; then divided them into 6 types： coal, colored metallurgical, black metallurgical, petroleum, forest industry and other type cities, thirdly divided them into 3 scales： super city, megapolis, small and medium-sized city; it analyzed their scale, speed and structure character of service industry development from static and dynamic state using increased value, employment number and other data such as sector value, employment personnel worked in units in statistics yearbooks on related year of Chinese cities and some related statistics yearbooks of cities. Following the paper analyzed the reason of service industry development hysteresis. On the basis of guiding ideology that varying on each kinds＇ cities and current time based on data for giving classification guidance, lastly it put forward the policy suggestion of accelerating service industry development according to the principle of pertinence and maneuverability.
