摘要
目前我国对普通矿产资源已经形成一套初具规模的保护体系,但对地方性特有矿产资源的保护与管理仍存在不足,如果不顾地方性特有矿产的实际,生搬硬套《矿产资源法》规定的普通矿产管理办法,常易导致资源的大量浪费与流失。因此,有必要通过完善立法、行政、经济等手段,逐步健全地方性特有矿产资源的保护与管理体系。
Local peculiar mineral resources are an important part of mineral resources of China. At present a set of protection system for common mineral resources has been established in our country; however, protection and management of local peculiar mineral resources are still insufficient, resulting in a great deal of waste and loss of local peculiar mineral resources by mechanically applying 《Law of Mineral Products Resources》 in many areas. Therefore, it is necessary to improve the protection and management of local peculiar mineral resources through perfecting legislation, administration and economic means.
