摘要
鉴于环境责任保险在促进环境保护、保护受害人利益、维护环境污染企业经营稳定、减轻政府财政压力等方面的重要作用,文章从我国环境责任保险概念和发展历程出发,对环境责任保险试点工作进展、相关法案方面展开了研究,分析了当前存在的问题,并给出了行政策略政策建议。全面地探讨了环境责任保险的发展现状,为各地方政府践行和推广环境责任保险制度、促进环境管理与市场手段的紧密结合提供了可借鉴思路。
In view of the importance of environmental liability insurance in promoting environmental protection, protecting the interests of victims, maintaining the stability business of polluting company, and reducing the pressure on government finances, the paper introduces the concept and development process of environmental liability insurance, analyzes the progress of the pilot and the relevant bill, studies the current problems, and gives policy recommendations to the executive strategy, comprehensively researches on the development status of environmental liability insurance for local governments to practice and promote environmental liability insurance system, and provide a reference ideas for close combination market- based instnaments with environmental management.
