摘要
为适应南水北调东线一期工程全线通水需要,通过简要介绍江苏南水北调工程的概况与传统水利工程管理的特点,详细分析了南水北调东线江苏段工程采用直接管理、委托管理和协议管理的优缺点,对江苏南水北调工程前期建成工程运行管理经验作了系统总结,并与传统水利工程运行管理模式进行比较,探讨了前期建成工程运行管理中需要进一步完善的问题和措施,力求从理论和实践角度积极探索建立适应南水北调东线江苏段工程需要的运行管理模式,努力为推动江苏南水北调工程管理体制和运行机制的确立,从而保证江苏段工程全线建成通水,确保发挥工程设计效益作了有益的研究和思考。
In order to meet the water transmit requirement of the Eastern Route of the South-to-North Water Diversion Project,this article briefly describes the overview of the South-to-North Water Diversion Project in Jiangsu and the feature of traditional water conservancy project management.The advantages and disadvantages of the direct management,entrusted management and agreement management which adopt by the South-to-North Water Diversion Project in Jiangsu have been detailed analyzed.Operation and management experience of early South-to-North Water Diversion Project in Jiangsu were summarized and compared with traditional water conservancy project.Further improvement of operation and management in early South-to-North Water Diversion Project in Jiangsu has been discussed.Explore a suitable operation and management mode from theory and practice,to establish the project management system and operation mechanism of South-to-North Water Diversion Project in Jiangsu.Beneficial research has been done to meet the water transmit requirement and to produce project design efficiency.
