摘要
俄罗斯区域经济发展非均衡的现实,已经成为了俄罗斯经济发展的瓶颈,也是"普梅"新政府无法回避且必须正视的问题。本文从理论和实证两方面分析了俄罗斯经济的非均衡发展,阐述了非均衡发展的历史原因和现实状况,揭示了俄罗斯东西部经济发展的差距会逐渐加剧,在短时期内经济非均衡发展的现实很难达到完全的改变。论文分析了俄罗斯新政提出的要深度开发东部地区,目的也是为了提振落后地区经济,实现国内经济均衡地快速发展。
The unbalanced reality of Russia’s regional development has become a bottleneck for its economic development,and also a question that the Putin - Medvede tandem must face squarely without any evasion. By theoretical and positivistic approaches,the article makes an analysis of the historical and realistic situation of the unbalanced development and reveals that the gap will gradually sharpen and that no complete change can be achieved within a short period of time. Analyzing the in - depth development of the oriental region proposed by the new government,it also points out that the aim of the team is to spur the economy of the backward region and balance the speedy development of its domestic economy.
