摘要
在科研机构的评价中,同行评议一直是主要的方法。然而,由于科研机构的复杂性,与项目评价、人员评价以及成果评价中的同行评议不同,科技机构评价中的同行评议遇到诸多困难。本文以中科院研究所评价中的同行评议方法为切入点,通过回朔自1998年知识创新工程以来在中科院研究所评价不同阶段中使用的同行评议方法,对比国际科研机构如马普(M&P),美国能源部(DOE)实验室,美国标准与技术研究院(NIST)等科研机构评价中同行评议的不同模式,提出科研机构中运用同行评议方法的关键要素,讨论如何在国立科研机构评价中更好的运用同行评议方法,并针对当前科研机构同行评议中遇到的问题提出建议。
Peer review is the mainly method in the evaluation of the National Research Institutes. However, due to the complexity of National Research Institute, peer review in the National Research Institutes has met a lot of difficulties compared with in the project evaluation, personnel evaluation and outcome evaluation. According the implementation of peer review among the institutes of the Chinese Academy of Science, this study summarized the methods of peer review in different stages of the Knowledge Innovation Project from 1998 to 2010. The obtained results were compared to that of the international research institutions, such as the Max Planck Society （M＆P）, the laboratory of Department of Energy （DOE）, the National Institute of standards and Technology （NIST）. Then, we present the key factors in the peer review and discuss how to make use of peer review. Finally, suggestions on the peer review in evaluation of the National Research Institute were provided.
