摘要
通过归纳总结相关文献,并结合对部分国内高新技术科技投入政策管理部门的调研结果,提出了包括科技直接产出、经济效益、社会效益、管理效益4个一级指标、10个二级指标的政府对高新技术产业化项目科技投入绩效评价体系。针对评价指标的特点,分别利用客观数据或Likert5点法进行评分。运用模糊熵方法,用条件熵度量各评价指标的相对重要性,采用Borda选择法确定科技投入项目的绩效水平及排序,并引入基准项目来判断项目的合格度。
Through reviewing the research literature,and according to the investigation in government administration sections which are respon- sible for evaluating the project with. financial input to sei-tech, this paper constructs the performance evaluation index of project with financial in- put to sci-teeh which includes 10 secondary indicators and 4 primary indicators,namely direct sei-tech output,economic benefit, social benefit and management benefit. And it uses the method of Likert 5-point and the objective data to obtain the comprehensive scores of indexes according the characteristics of these indexes. Then using the method of fuzzy entropy, it measures indicator's weight by the conditional entropy. Finally, it de- termines the performance levels of projects with financial input to sei-tech and gets the ranking result by the Borda method.
