影响乡镇卫生院人力发展的因素及对策——基于北京市五个郊区县调研分析 被引量:8

摘要 目的通过问卷调查了解乡镇卫生院的人力资源现状,考察现有乡镇卫生院在人才吸引和人才培养上的缺陷,探究其原因并提供合理的应对措施。方法从北京市选取五个郊区县,分层抽取25所乡镇卫生院,了解乡镇卫生院医务人员的基本信息和工作现状等。结果 25所乡镇卫生院376名医务人员对现有收入水平"很不满意"或"比较不满意",分别占总人数的30.9%和24.2%。影响乡镇卫生院人才吸引的因素按其所选频数由高到低排列,前三位依次是:工资收入、地理位置和福利保障。结论乡镇卫生院发展离不开人力资源水平的提高,因此,乡镇卫生院及各主管单位应采取有效的措施,扬长避短,有的放矢,推动乡镇卫生院的整体发展,发挥乡镇卫生院的枢纽作用,满足城乡居民的医疗需求。 OBJECTIVE As there have been many defects in attraction and cultivation of talents in township hospitals,we plan to find out exact reasons and solutions via questionnaire about the present situation of the human resource in rural health centers.METHOD We will get medical personnel's basic information and work status of 25 township hospitals stratified sampled from 5 districts and counties in Beijing.RESULT More than 376 medical personnel of 25 township hospitals are involved in the survey,30.9%of them are 'Very dissatisfied' with their income,while those who are 'Not Very Satisfied' accounted for 24.2%of the total number.The top three most effective factors for talents attraction are income,location,and welfare;CONCLUSION The development of township hospitals and human resources are inseparable.Therefore,the hospital of villages and towns and the authorities should take effective measures to promote the overall development of township hospitals.Only in this way,town hospitals will play the pivotal role to meet the medical needs of residents.
