摘要
随着基础教育由应试教育向素质教育转变,对中小学生的能力培养和整体素质提高提出了新的要求,中小学生的素质教育愈来愈引起政府和全国人民的高度重视。按照《国家中长远教育改革和发展规划纲要》(2010—2020年)要求,农村中小图书馆应对学生有效地实施素质教育,一定要创造良好的育人环境,优化馆藏结构,加强阅读指导,开展读书活动,开设图书情报教育课,提高馆员素质,培养学生的学习和创新能力,推动素质教育工作的全面开展。
With the change of elementary education, quality education in primary school and middle school are highly valued by government and people of whole country. According to the requirements of na- tional education reform and development of long-term plan （2010--2020）, rural libraries should effective implement quality education, create a good environment for education, carry out reading activity and im- prove the quality of librarians to promote quality education in an all-round way.
