摘要
随着农村人口老龄化趋势的加快,农村养老需求趋于复杂化和多元化,以政府为主导、社会各方面力量共同参与成为农村养老的一大发展趋势。笔者通过对青岛市社会力量参与农村养老的现状调查显示,由于农村经济发展水平、养老观念、政策环境等因素的制约,社会力量参与农村养老整体不足。需要通过政府的政策引导,社会力量自身治理能力的提升,社会的广泛支持,从多方面促进和激发社会力量的发展及其养老作用的发挥。
With the increase of aging population in the rural area, the needs for rural old-age provision are becoming more complex and diversified, and the government tends to play a leading role and all social forces tend to participate in it. Through an investigation about the participation of social forces in Qingd- ao, the study shows that the participation of social forces is not enough, owing to the constraints of eco- nomic development level, old-age provision idea, policy environment and other factors in the rural area. It requires the guidance of government policy, the promotion of self-management capacity of social forces and wide social support to promote and instigate the role of social forces in old-age provision.
