摘要
1942～1943年间,国民政府抓住此期国内外局势之演变,顺势而为,先是设置外交部驻新疆特派员,随后制定《新疆省中央与地方外交权限划分办法》、《新疆省政府与外交部驻新疆特派员公署联系办法》,最终在制度层面将新疆地方之外交权全部收归中央所有。
In accordance with the situation at home and abroad in 1942 to 1943,the nationalist government first set up a special commissioner in Xinjing under Foreign Ministry. Then they worked out 'Methods for Repartition of the Diplomatic power in Xinjiang Province between Central and Local Governments'and'Methods for Contact between Xinjiang Provincial Government and Special Commissioner’s Office under Foreign Ministry'. Through these steps the Nationalist Government institutionally recovered all the diplomatic power from Xinjiang local government.
