After enterprise - affiliated hospitals are separated from enterprises and turned over to administration of the local governments, these post - separation hospitals find and improve their positions and roles in medical market environment through planned personnel, material, informational, managerial measures: gather information on socioeconomic, cultural, demographic, and other factors affecting their hospital planning; determine what are and how to achieve the objectives of reforming the hospital; adapt hospital functions to priorities, trends, elements in local health services; provide sufficient training for the work they are expected to do; establish, expand, develop cooperative and partner relationships with other health service institutions on the principles of overcoming weak points by learning from each other's strong points, of making good omissions and deficiencies, of partners contributing to the development of each other.
