摘要
为使我国优秀运动员的流动合理化、效益最大化,推动我国竞技体育健康、可持续发展,运用文献资料、比较研究、逻辑分析等方法,从人力资源管理的角度对我国优秀运动员的流动现状进行深入分析研究,认为:优秀运动员人力资本产权流动、配置与使用问题必须本着"服务实际、面向未来"的原则予以宏观整体设计;在运动员人力资本产权界定无法明晰的情况下,应该通过事先指定所有权行为主体来进行产权制度的安排;在所有权行为主体处置、实施各项权能过程中,应该明确人力资本使用效益分配原则,并通过建立完善的运动员人力资本产权交易市场机制来帮助运动员人力资本进行更充分、更有效的流动、配置和使用。
In order to rationalize the flow of China＇s elite athletes and maximize efficiency, and promote China＇s sports healthy and sustainable development, the author, using the methods of literature review, comparative study, logical analysis and so on, makes deep analysis on the present flow situation of elite athletes in China from the perspective of human resource management. This paper holds that the flow, allocation and use of human capital property rights of the elite athletes must comply with ＂serving the reality and facing the future＂ principle. Under the condition that the human capital property rights of athletes can not be defined clearly, the property rights arrangements should be carried out according to the ownership actor determined previously. During the process of disposing the ownership actor and using the implementation of the empowerment, we should understand the distribution principle of the use of human capital rights, and help the human capital flow more fully and efficiently through establishing perfect market trading mechanisms of human capital property rights of athletes.
