摘要 南海局势的复杂化起始于20世纪50年代冷战初期形成的美菲同盟,70年代菲在美国的支持下不断侵占南海岛礁,南海一度成为美苏争霸的战场。90年代初随着苏联解体、菲民族主义势力抬头,美菲同盟出现弱化,但同盟协议依然存在,为美重返菲、干涉南海留下了历史条件。90年代中期起,美菲同盟获得调整和巩固,奥巴马政府上台以来,美菲同盟进入优化和提升阶段,美逐步增加在东亚的军力部署,企图在军事上遏制中国。冷战遗留产物美菲同盟的强化,加上美、日借助南海问题与东南亚国家联动,使南海局势越来越复杂。 The South China Sea situation became complicated as a result of the formation of the U.S.-Philippines alliance in the early stage of the Cold War in the 1950s. In reliance on the U. S. support, the Philippine side started to make repeated encroachments on the islands and reefs in the South China Sea in the 1970s, rendering that area once into the battleground vying for dominance between the U.S. and the Soviet Union. In the early 1990s, with the disintegration of the Soviet Union and the nationalistic elements in the Philippines gaining ground, the alliance relationship between the U.S. and the Philippines showed sign of weakening. However, that alliance treaty was still in existence, providing the U.S. with necessary and legal conditions for returning to the Philippines and for meddling with the South China Sea affairs. In the mid-1990s, the alliance was improved and consolidated. Since the Obama administration came to power, the alliance relations between the U.S. and the Philippines have entered into an improved and developed stage. TheU.S. gradually increases its military presence in East Asia, making attempts to contain China militarily. With the strengthening of the U.S.-Philippines alliance relationship left over by the Cold War, and the U.S. and Japan using the South China Sea issue to collaborate the Southeast Asian countries, the situation in the region is getting more and more complicated.
