摘要
以单一规划编制区和地块控制为主体的控制性详细规划全覆盖技术已不能适应广州发展要求,主要存在4个问题:现状调研不深入,与相关规划协调不足,区域与城乡统筹不力,指标体系研究不足。针对以上问题,广州市花都区控制性详细规划全覆盖工作对编制技术进行了思考和创新:构建"全区—组团—管理单元与地块"相衔接的控制体系,强化与新一轮城市总体规划的动态协调,构建各方认同的现状信息甄别与处理标准,强化对生态用地等非建设要素的管控,突出规划成果对城乡统筹发展的引导,注重地块控制指标差异性研究。
Planned area and block control based regulatory plan coverage cannot satisfy new development needs for four defidencies： status quo investigation, coordination with other plans, regional and urban-rural integration, and indices system study. Guangzhou Huadu district regulatory planning establishes ＂district-unit-block＂ control system, strengthens coordination with new urban master plan, sets up information processing standards, improves ecological land management, stresses block indices discrepancy research, and highlights planning guidance for urban-rural integrate development.
