摘要
青藏高原研究涉及许多地球科学的前沿问题 ,目前开展的“青藏高原资源环境变化与区域可持续发展”和“青藏高原形成演化及其环境、资源效应”具有多学科综合研究的特点。面对汹涌澎湃的信息化浪潮 ,研究环境发生了很大的变化 ,青藏高原的科学研究需要充分利用信息科学技术建立适应信息化要求的、可持续的信息环境 。
Along with the development of information technology(IT),the problems of information envionment for the research of Tibet Plateau have become a focus of attention.This environment includes the information infrastructure,information resources and information policies.Their coordinated development is beneficial for the research of Tibet Plateau. Tibet Plateau is called “The Third pole of the Earth”, and also called as “The Roof of the World”.It has is a “hot spot” area in the geoscientific research.it has complicated and unique lithospheric structure and the thickest crust recorded plenty information of geological history.It is one of the key areas for studying global change and a stated region about climate change of Asia monsoon area.Its sustainable development is important to governments at different levels.More than 20 nationalities live there.Tibetan population makes up 90% of the region's total population. There are the highest elevation of the world,poor transport facilities,backward economy,weak eco environment,etc.More than 20 scientific surveys of integration,special subject and international cooperation have been carried out since the 1950s.Vast amount of scientific data have been accumulated.But those data and materials are scattered in different places and in personal hands.It is important to monitor the region's natural resources,environment and ecosystem over a long period of time for achieving its sustainable development.Now two major projects (Formation and Evolution of Tibet Plateau and its Environment and Resource Effect and Change of Resources and Environment for Tibet Plateau and its Sustainable Development under CAS's key project for basic research on Tibet Plateau) have being performed.Data and materials are needed. Development of IT has changed and is changing the environment of the research for Tibet Plateau.Computer,remote sensing,GIS,GPS,Internet etc.have been used in the research of Tibet Plateau.The forms of the research have witnessed revolutionary changes,but there is bigger difference between IT development and demand of information environment for the research of Tibet Plateau.It is especially short of digital data and sharing policies except information infrastructure.Thinking those over that data of the past,today and produced in the future for Tibet Plateau,this paper describes component of information environment and its present conditions facing research of Tibet Plateau.It then points out that: 1) to strengthen construction of information environment for the research of Tibet Plateau,especially information resources and policies; 2) to set up an organization to construct the information resources and perform policies; 3) to get support from the State at the primary stage and then change to commercial activities; and 4) to make efforts at two levels, the national and project levels.
