摘要
长期以来 ,由于我国自然资源产权界定不清晰 ,管理权限之间界限不清 ,出现政出多头的产权结构 ,导致自然资源粗放经营 ,消耗浪费严重 ,所以明确界定我国自然资源的产权归属 ,建立有中国特色的自然资源产权制度就刻不容缓。本文基于此动机 ,分析了构建我国自然资源产权制度的应用价值及障碍 ,提出了构建我国自然资源产权制度的目标和思路 ,期望在我国建立一个使自然资源产权关系明确 ,责、权、利对称合理 ,适应社会主义市场经济客观要求 。
China abounds in resources and occupies an important position in the exploitation and utilization of the global natural resources.Because of lacking a distinctive definition of property right for natural resources in China,over a long period of time,the limits of management authorities was indistinctive,and various property right structures occurred.Consequently,many problems were resulted such as careless and extensive management of natural resources,serious consumption and wastage of resources etc. Clearly defining ownership of property rights of China's natural resources and establishing property right system of natural resources with Chinese characteristics has become a task which brooks no delay.This article analyses the debacles and the practical values in establishing the property right system of natural resources in China and raises the objectives and trend of thought in establishing the system in the hope of making the relationship of property right of natural resources clear,making the responsibility,authority and interest of the system symmetrical and reasonable,suiting the objective demand of the socialist market economy and improving the efficiency in resources exploitation and utilization.
