摘要
随着人类活动的扩张,自然资源被过度开发和利用,环境污染犹如一个巨大梦靥开始附着于全球各个角落,成为国际社会的公害。为加强环境保护,必须创新环境保护机制,构建与创新环境公益诉讼制度,包括法律理论的创新和实践的创新,从环境公益诉讼构建为视角,阐述目前我国环境公益诉讼的困境,并对建立、完善环境公益诉讼制度等方面提出一些具体看法。
With the expansion of human activities, natural resources have been over ex- ploited and utilized. Environmental pollution has become immediate danger to the international world, just like a nightmare spreading all over the earth. In order to protect the environment, we should create new environmental protection systems, establish effective environmental litigation laws and put them into practice. This article analyzes the predicament we are being in for environmental litigation to establish the effective environmental public litigation systems.
