摘要
苏州市边缘区空间演化是边缘区各个具体空间行为合力作用的结果,尽管政府行为依然主导了边缘区的空间演化,但多元利益主体开始竞相抢夺边缘区空间资源,导致边缘区建设的高速蔓延、杂乱无序以及无机破碎,并最终影响边缘区空间结构。以边缘区镇级行政区划调整、土地"以租代征"和小产权房为例,从相关背景、合理性、风险性以及现实利益角度加以分析,揭示多元利益主体如何在"特定的环境"中实现利益最大化,为苏州市边缘区空间规划的合理构建寻求基本立足点。
Spatial evolution of Suzhou city fringe is the joint result of several specific space.Although the government continues to play a leading role in the evolution of fringe space,multiple stakeholders begin to snap up fringe space resources,leading to the high speed,disordered and inorganic broken construction of the fringe area and influencing the spatial structure of the fringe space.With a case study of the adjustment of town-level administrative division,land renting instead of expropriating and small property house,the paper analyzed,from the perspective of background,rationality,risks and actual benefits,how the stakeholders achieve the maximum benefits under the specific environment,so as to provide references for the reasonable construction of the spatial planning of Suzhou city fringe.
