摘要
我国太阳能资源丰富,太阳能的开发利用也卓有成效,但其发展存在若干制约。面对太阳能开发利用中的现实困境,需要针对太阳能的不同利用形式包括太阳能光伏发电、太阳能热水器和太阳能热发电等在立法上分别做出相应的制度安排,以促进太阳能的开发利用和良性发展。
China has abundant solar energy resources, with outstanding achievements in the exploitation and utilization of solar energy. However, there still remain some restricting factors to its development. With the present predicaments, the paper proposes that legislation should be prepared to address the systematic utilization of solar energy. Various means should be taken, such as solar photovoltaics, solar water heater, solar thermal genera- tion, to ensure the positive exploitation and further development.
