参与式方法是移民安置过程中各方利益相关者尤其是移民进行参与和互动的重要手段,文章阐述了移民参与和协商安置活动的作用,从移民安置规划、实施以及监测评估全过程剖析了水利水电工程移民安置工作的移民参与和协商活动。
Participation method is an important manner that all stakeholders, especially resettlers, enter into in- teraction and participation in the resettlement implementation. The paper describes the effect of resettlers＇ partic- ipation and consultation in resettlement actions, meanwhile, it also makes an analysis on resettlers＇ participation and consultation from the aspects of resettlement planning, implementation, monitoring and evaluation of water resource and hydropower projects.
