摘要
中国政府投资体制改革已取得了可喜的成就,但仍存在决策随意化,实施无人监督,绩效评价政治化、个人化等问题。在这种情况下,需要进一步深化中国政府投资体制改革。中国政府投资体制目前存在诸多问题的核心是缺乏透明度,因此,深化改革的着眼点应该是提高其社会透明度,尽快完善相关监督机制。
In the investment system by China’s governments,there exist such problems as nearsighted decisions,no supervision,and performance appraisal with political and personal factors.In this situation,the investment system should be further reformed.And the core problem is the lack of transparency,so the degree of transparency should be raised and the relative supervision systems should be bettered.
