中国区域煤炭铁路调运集群的理论分析

The Theoretical Analysis of Regional Coal Railway Transportation Cluster

摘要 本文立足于国家努力建设以低碳排放为特征的产业体系和消费模式的时代背景,对我国煤炭省际调运进行研究。首先,以最小化碳排放为目标,将煤炭供给需求区域进行集群;其次,应用社会网络分析法,对区域供给能力,需求能力以及域间的依赖性进行评价;最后,建立了区域煤炭供求曲线和区域煤炭资源复合曲线,用来监控和管理煤炭在流转过程能量平衡,为煤炭调运管理提供决策支持。 Coal is the most important strategic energy in our country, and dominant in the one-off energy structure. Coal transportation is the major event related to people' s living and the national economic development. Climate change has become an important issue for international sustainable development. Under the advocacy of lowcarbon economy, the environmental issue of transportation has attracted more and more attentions. Therefore, optimizing the coal railway transportation, establishing the regional transportation cluster as well as minimizing the carbon emissions will improve the overall effectiveness of the coal industry and the development of the national economic. In this paper, a method which combined the coal transportation and carbon emissions is presented. A demanddriven approach is applied to assess the feasible ways for transferring coal from sources to customers. The studied region is partitioned into a number of clusters by using the developed Regional Coal Clustering algorithm. The algorithm targets aim at minimizing the system carbon emissions. The coal supply and management are targeted using a graphical representation. Use Social Network Analysis (SNA) to analysis cluster centrality in aspect of three metrics: degree centrality, closeness centrality and betweenness centrality. Regional Coal Surplus-Deficit Curves visu- alizes the formation and the sizes of introduced coal clusters. Regional Resource Management Composite Curve an analogy of the Process Integration approach shows the coal imbalances helping in trading-off resources management. These graphical tools provide straightforward information of how to manage the coal transportation. Following the research : (1) Firstly, present the domestic and international research status of low-carbon logistics, carbon emissions measures, regional transportation optimize and cluster. Find out that foreign scholars focus on the study of logistics process statistics and tracking of carbon emissions, while the domestic scholars focus on the strategy and path of a low carbon economy and low carbon transportation. This paper focus on the low carbon coal transport route choice, regional transportation cluster and refer to the foreign carbon emissions measurement standards. (2) Secondly, construct the regional coal railway transportation cluster analysis measure, which contain three steps : Step one, form clusters of zones, which minimize the environmental impact of the coal transportation between the zones within the overall network. As a criterion, representing the magnitude of this impact, the carbon emission is used to test the environment impact. Step two, using Social Network Analysis (SNA) to analysis cluster centrality in aspect of three metrics: degree centrality, closeness centrality and betweenness centrality. Step three, using graphical tools provide straightforward information of regional coal management, constructing the Regional Coal Surplus-Deficit Curves and Regional Resource Management Composite Curve. (3) Thirdly, an empirical study of coal railway transportation between the nine core coal supply and demand provinces, namely, Shanxi, Inner Menggu, Hebei, Hunan, Henan, Anhui, Jiangsu, Zhejiang, Fujian. (4) Finally, based on the theoretical analysis method and the empirical study, make the conclusion that: the direction and volume of minimum carbon emission for coal transportation cluster as follows, cluster one include In- ner Menggu which is supply region and Anhui, Hunan, Fujian, Jiangsu which are demand regions, cluster two include Shanxi which is supply region and Henan, Zhejiang, Hebei which are demand regions. The paper is useful in analyzing the coal railway transportation and minimizing the carbon emissions, what' s more the graphical tools provide straightforward information of the coal transportation management.
