摘要
城市固体废弃物的综合处置与管理是城市可持续发展的核心问题之一。选取海峡两岸的厦门市和台北市，论述和比较2个城市固体废弃物管理的历史沿革、发展概况、管理框架、收集运输系统、经济手段及最终处置方法等，发现台北在城市固体废弃物管理方面已达国际领先水平，而厦门正处于台北曾经历过的理论探索、系统完善阶段。对比2个城市的管理经验，可以为厦门及中国其它城市提供重要借鉴。最后在相关数据分析的基础上，提出了厦门城市固体废弃物管理的政策建议。
Comprehensive disposal and management of municipal solid waste （MSW） are the core issues in the planning of urban sustainable development. Xiamen and Taipei are two cities that located on either side of the Taiwan Straits, and have been selected as research objects. The histories, development situations, frameworks, collection and transport systems, economic instruments and final disposal methods of MSW management in those two cities were compared and discussed. It was found that the MSW management of Taipei has reached an international advanced level whilst that of Xiamen has been underway in the stages of theoretical exploration and system improvement that Taipei had gone through. Via the comparison, the valuable experience could be provided for Xiamen and other cites in China. Based on the analysis of related data, policy suggestions for the MSW management of Xiamen were given.
