摘要
促进地区经济技术合作政策在我国 90年代的宏观区域政策体系中占有重要地位。文章旨在明确勾勒这一国家重要政策的基本框架 ,以期为认识其合理性和可行性建立良好出发点。在总结分析宏观区域背景的基础上 ,首先对国家促进地区经济合作政策的宏观目标及其配套的政策手段进行评述 ,然后对地方政府的响应态度和配合措施方式进行简要回顾总结 ,并对有关这一政策的学术观点和主要争议进行归纳分析。
The policy to promote regional economic and technological cooperation (RETC) occupies an important position in the national macro policy system in the 1990s. This paper aims at a clear configuration of the basic framework of this policy orientation, to form a reasonable starting point to analyze its rationality and feasibility. Based on the analysis of the macro regional background related. First of all, a summary and assessment is given to the major objectives and policy measures of the national policy to promote RETC the main objective of the policy is to maximize the national interests, and the main policy measures include strategy proposing, plan making, task distributing and service providing. Then follows a brief conclusive review about the response of local governments, mainly referring to the motivation and major measures adopted, especially in the field of regional cooperation, such as the cooperation between coastal and inland regions. In the final part of the paper, major academic ideas and arguments concerning the policy of RETC are analytically summarized, such as the position and function of interregional cooperation, especially the ways taken to carry out the double task both improving the market efficiency and balancing the interregional development which seems contradicted.
