摘要
建国63年来,中国民主政治发展取得了巨大成就。信访制度作为中国民主政治的重要组成部分,由于权威性缺乏、独立性不足、专业性不够、工作思路存有误区等原因,不能满足时势的发展需要,亟需机制创新。联席信访机制和领导干部定期接访、下访等机制的探索因顺应了这种发展趋势,值得关注。拟从现行信访制度的有限性与局限性出发,通过关联信访机制与其他民主机制,探究中国信访制度的前景及其对中国民主政治发展的意义。
In the past 63 years, China has made great achievements in the development of democratic politics. The letters and visits system as an important part of China＇s democratic politics, due to the lack of authority, independence, professionalism is not enough, working train of thought have misunderstanding and other reasons, unable to meet the development needs of the times, urgent needs mechanism for innovation. The exploration such as the joint letters and visits mechanism and leader cadres receiving and visiting visitors regularly is response to this trend, worthy of attention. It intends to proceeding from the limits and limitations of the existing system, by correlating letters and visits mechanism and other democratic mechanism, explores the prospects of the Chinese letters and visits system and its significance for China＇s democratic political development.
