摘要
水利工程建设项目的招标投标管理 ,是维护水利建设市场秩序、保护国家和招标投标者的合法权益、控制建设工期、确保工程质量、降低工程造价和提高投资效益的有效途径 ,是我国大型水利工程建设三项制度改革的关键内容 .辽宁省白石水库工程自开工以来 ,在建设管理上不仅进行招标投标制 ,而且按国际通行的菲迪克条款进行管理 ,实现了工期提前一年、工程合格率 10 0 %、工程优良率 89% ,并节省了大量的工程投资 。
