摘要
我国权力法治化运行的机制框架和基本内容包括权力的配置与划分、权力运行程序和权力行为责任三个方面的法治化。权力的配置与划分是权力法治化运行的依据和基础，权力运行程序是权力法治化运行的途径和关键，权力行为责任是权力法治化运行的监督和保障。这三个方面的法治化相互依存、相互制约、相互统一。实现我国权力法治化运行的特殊国情背景，决定了它是一项复杂而长期的系统工程。
The mechanic framework of legalization of operation of power in China consists of distribution of power, operational procedure of power and responsibility for power. Distribution of power functions as the basis of legalization of operation of power, operational procedure of power functions as the approach to legalization of operation of power, and responsibility for power functions as the monitor and the key to legalization of operation of power. All three aspects are interdependent and function in the form of check and balance. Given the specific situation in China, legalization of operation of power is a complex project.
