摘要
应急产业发展滞后已成为制约政府应急能力提升的瓶颈。应急产品需求的不确定性、应急产业市场的非成熟性、应急产品安全技术标准不完善、技术含量不足是当前制约应急产业快速发展的主要因素。政府须采取强制措施,积极培育应急产业市场;完善应急产品的安全技术标准,加强市场监管力度;积极倡导产学研充分结合,提高应急产业科技创新能力;培养企业社会责任感,鼓励企业参与应急产品的生产与供给。
The slow development of emergency response technology industry has become a bottleneck restricting the government emergency response capability. Those main factors restricting the rapid development of emergency response technology industry include： the uncertainty of product demand, the market immaturity, the imperfect technical standard of product, the low technology of product. Further, government should take the following compulsory measures： to actively cultivate market of emergency response technology industry; to improve the safety and technical standard of emergency response technical products and to tighten market supervision; to actively promote full integration of enterprises, universities and research institutes and to enhance scientific innovation ability; to cultivate enterprise＇s social responsibility and to encourage enterprises to participate in production and supply of emergency response technical products.
