摘要
结合上海磁浮示范运营线建设、运营十年来的安全管理实践,提出应以风险识别和控制为主线开展磁浮交通安全管理,将识别和控制风险贯穿磁浮工程项目生命周期的全过程。项目前期应重在识别风险并研究制定安全措施;项目建设期应重在实现安全措施;项目运营期应重在保持和完善既有安全措施以及识别新的风险,并增加相应安全措施。
In the light of safety management in the past ten years since the construction and operation of Shanghai Ma- glev Demonstration Line, this paper argues that safety management of maglev transportation should focus on risk identification and control throughout the life cycle of ma- glev project. In the early phase, risk identification and safety measurements shall be stressed; during the construc- tion, all the safety measures shall be implemented; while in the operation period, the existing safety measures shall be preserved and improved, new risks be identified for the a- doption of the corresponding safety measures.
