摘要
土地权利是农民最重要的财产权利,农村土地流转便是以市场机制为基础的一种土地资源配置方式。目前,我国农村土地流转存在多种形式和途径,但是土地使用权流转制度还不够完善,特别是在保护农民土地权益方面。该文分析了农地使用权流转中存在问题和农民权益流失的原因,提出了农地使用权流转中农民土地权益保护的政策建议。
Land rights are the most important property fights of farmers, and the circulation of land rights is a way of land resource allocation which based on market mechanism. At present, there are various types of China＇s rural land circulation; however, the land use rights circulation system is still imperfect, especially in the protection of farmers＇ land fights and interests. This paper elaborated the problems existed in the circulation of agricultural lands and the reasons for the loss of farmers＇ right, and proposed some recommendations for protecting farmers fights and interests.
