摘要
高校管理体制改革的核心是扩大与落实学校的办学自主权,在赋予学校办学自主权的同时,应当建立高校办学的约束机制,逐步建立行业协会、职业团体对高等教育的参与机制,完善高等教育的社会评价体系,改革高校的治理结构,重视程序的规范与合理,建立高校的自我约束机制。
The key point of college administration reform is to carry out and enlarge self-man- agement power of universities. While the universities are invested with self-management power, re- straint mechanism should also be established, which includes participation of professional organization in college education, evaluation of college education by social intermediaries, and improvement of college internal governance structure.
