摘要
政府官员道德责任追究的对象是政府官员的道德失范行为。目前我国政府官员道德责任追究有着思想认识存在误区、权责不清、制度不健全等问题,其主要原因在于政府官员道德责任意识缺失、道德责任问责主体缺失、社会环境产生不良影响、道德责任问责法律缺失、监督和制约机制缺失等。应重视道德教育、提升政府官员道德责任意识,重塑公民道德问责主体地位,加强行政文化建设、创造良好的外部环境,加快道德立法、确保追究道德责任有法可依,建立健全道德监督机制,强化我国政府官员道德责任追究制度。
The object of moral responsibility of government officials is their moral abnormal behavior. At present, there are many problems about moral responsibility of government officials in our country, including ideological recognition is error, not clear of accountability and imperfect system. The main reasons include that the moral responsibility consciousness is loss, lack of main body of moral responsibility accountability, society has a harmful effect on the environment, moral re- spensibility accountability law is loss, supervision and restraint mechanisms are missing and so on. We should pay atten- tion to the moral education, enhance the moral responsibility consciousness of government officials, reshape citizen＇ s subject status of moral accountability, strengthen the construction of administrative culture and create a good external en- vironment, speed up the moral legislation and investigate for moral responsibility to ensure base, establish and perfect the moral supervision mechanism to strengthen our government officials moral responsibility system.
