摘要 煤矿生产安全事故频发,其主要原因是在生产过程中存在的隐患未能得到及时有效的控制和消除,深层的原因是没有对隐患根据其类别特征建立有针对性的处理流程,使隐患不能根据其特征得到针对性的处理。通过对煤矿常见隐患的研究分析,按人、物、环、管进行分类,针对不同类型的隐患,划分不同的隐患级别,采用不同而又相互联系的处理流程;构建了隐患从检查发现、整改、监督、责任追究的整个隐患处理的闭环模型,并以此为依据建立隐患分类处理系统,使煤矿隐患处理的整个过程更加全面、准确、及时,责任明晰、治理彻底。 The main causes of the high frequency of industrial accidents in coal mines are the hidden dangers which have not been controlled and eliminated in time. Further more, it is because the failure to create a pertinent procedure to deal with hidden dangers according to their features. Through the analysis of the hidden dangers in coal mine, the hidden dangers were classified by person, machine, environment and management. The processes being different but interrelated were applied according to different types and classes of hidden dangers. The circled model was built to deal with hidden dangers, and it consisted of discovery, rectification, supervision and responsibility as- signing of hidden dangers. So the classified hidden dangers management system was established based on the circled model. As a result, the whole process was more complete, accurate and timely, the responsibility of people became clearer, also the hidden dangers could be controlled completely.
