摘要
为解决水环境污染物总量控制问题,针对目前行政管理方面的局限,通过实施水污染物排污权交易制度保护水资源的办法逐步得到重视。排污权交易是排污指标通过在污染发生源之间重新分配来达到区域污染物总量控制目标的有效手段之一,且有利于环境资源的优化配置。对大连市拟开展的水污染物排污权交易模式进行了可行性研究,并通过借鉴国内外的典型模式,对水污染物排污权交易在大连市的应用可行性进行了探讨。
In order to solve the total control of water pollution, as well as the limitations of the current environmental management problems, the implementation of water pollutant emission trading system is gradually attracting the attention for the purpose of water resource protection. Emission trading is one of the most effective means to achieve the area total water pollution control by using the re - allocation of emission rights among pollution sources. This method can be convenient to allocate environmental resources optimally. This paper presents a feasibility study on intended water pollutant emission trading model of Dalian by comparing with the international and domestic typical patterns to investigate the application of water pollutant emission trading.
