摘要
德国、法国、荷兰三国经济发达,其防洪减灾工作取得了显著成就,在防洪策略、工程措施和非工程措施建设等方面有许多经验值得我们借鉴。结合我国防洪工作的实际,有必要从认识、投入、高新技术的应用、洪水风险等方面进行进一步的探讨。
The paper analyzes flood control and disaster mitigation work in German, France and Netherlands in a holistic manner and considers that there are abundant experience worth being taken for reference in the aspects of flood control strategy, structural measures and non-structural measures. Basing on the real situation of flood control in China, the paper also reviews that issue in the fields of philosophy, investment, application of state-of-the-art technology and flood risk.
