网络民主作为民主政治百花园中的一朵奇葩,从诞生之日起,就以其特有的制度优势和活力给国家的政治生活以重要的推动和促进。网络民主的匿名性功能优于传统民主形式,网络民主比传统民主形式具有成本优势和迅捷性,网络民主比传统民主形式更能够提升群众的政治参与能力,网络民主的利益非自我相关性能培育网民的无私奉献精神,网络民主参与者拥有较高的科学文化素质,这是网络民意科学性的主体保证。
Cyber democracy,as a treasure in the palace of democracy,in its unique institutional advantages and energies,has brought a great deal of essential motivation and promotion to the nation’s political life since its emergence.Its anonymity is superior to the traditional form of democracy and it has an advantage in both cost and speed.At the same time,it can gain a higher achievement in improving the ability of the general public’s political participation than the traditional one.The character of benefit irrelevant in cyber democracy can develop cyber citizens’dedication.The participants possess higher cultural and technological qualities,thus it can be the main guarantee of cyber democracy’s legitimacy.
