摘要
在当前的土地产权制度下,土地流转的主要形式是政府征地和批租,这种现状有其特殊历史意义。研究了目前河南省农地流转工作的重心——政府主导型农地流转的现状和内在运作机制,以求更合理、有效地推进政府主导型农地流转模式,为更好地推进河南省农地流转的整体步伐服务。
The main land transfer form under current land property right system is government land acquisition and land leasing,which is with special historical significance.The status,internal operation mechanism of government-led agricultural land transfer,which is the focus of agricultural land transfer in Henan province,was studied to promote the government-led agricultural land transfer more reasonably and efficiently.
