摘要
我国食用菌产业发展快速,在增加农民收入、繁荣农村经济、维护农业生态环境、出口创汇等方面的作用日益显著,但在金融危机以及以技术贸易壁垒为核心的新贸易保护措施的影响下,拓展海外农产品市场严重受挫。在分析我国遭遇的以技术性贸易壁垒为核心的贸易保护措施现状的基础上,归纳了技术性贸易壁垒国际特征,并以中国对日本干木耳贸易为例,从长期分析技术性贸易壁垒对我国食用菌出口额及出口竞争力的影响,并检验其是否构成Granger因果关系。研究结果显示,国外的技术性贸易壁垒的设置强度与中国农产品出口额以及出口竞争力是同向变动,这说明国外技术性贸易壁垒促进了中国食用菌技术进步和提高出口竞争力。据此,提出有效规避技术性贸易壁垒,促进我国食用菌产业健康发展的政策建议。
The edible fungus industry developed rapidly,and played an increasingly important role in raising farmers' income,prospering rural economy,maintaining the agroecological environment,earning foreign exchange through export and so on,while the expansion of oversea agricultural product market was frustrated in the financial crisis and trade protection measures which took the technical barriers to trade as the core.The international feature of the technical barriers to trade in China on the basis of the analysis of the trade protection measures which took the technical barriers to trade as the core was summarized.Took dry agaric export trade to Japan as an example,the influence of technical barriers to trade in exports of edible fungi and export competitiveness from long-term was analyzed,and whether it existed Granger causality test or not was examined.Research results showed that,Chinese agricultural exports and export competitiveness changed in the same trend with the intensity of the foreign technical barriers to trade.It showed that technical barriers to trade promoted Chinese edible fungus technology progress in a certain degree,and exchanged export competitiveness.Accordingly,the efficiently hedge agaist technical barriers to trade was put forward,and a policy recommendation for the healthy development of Chinese edible fungus industry was proposed.
