摘要
城市治理结构从深层次上制约着城市问题的解决及城市发展。中国城市治理结构的特征表现为:城乡结合型治理,治理界限以行政区划为界,党政强有力的统一领导,产权结构上的国有制为主体,单位制向社会管理转变。这样的城市治理结构既有优势,又有局限性。在参考典型国家城市治理结构发展经验的基础上,中国城市治理结构优化的方向是:收缩城市治理的范围、厘清城市政府部门职责及治理主体间的关系、根据治理对象的特点探索不同范围和形式的治理、强化对城市政府权力的规制、创新社会参与的渠道和方式。
The urban governance structure deeply restricts the solution to urban problems and the urban development. The features of urban governance structure in China are embodied in the following aspects ： urban governance is combined with rural governance; administrative division is the boundary of governance ; the leadership of Communist Party and administra- tion is strong and unified; the state ownership is the mainstay of property right structure; and unit system is changing into community management. The urban governance structure has both advantages and limitations. Based on the experience of urban governance structure in typical countries, the paper puts forward the suggestions of urban governance structure optimization in China such as shrinking urban governance scope, clarifying the responsibilities of government departments and the relations among main bodies, exploring different governance methods according to the features of the object, strengthening regulation of municipal government power, and innovating in the channels and means of participation.
