摘要
大部制改革是适应中国社会主义市场经济发展的需要,全面推进政府转型的重要举措,是我国深化行政管理体制改革和构建服务型政府的重要环节。地方政府机构的大部制改革经过几年的探索,已迈入改革的攻坚阶段。文章基于对我国地方政府机构大部制改革经验和现状的反思,指出大部制改革的策略与方法、大部制的监督机制、配套改革措施是现阶段大部制改革工程的重点和难点,并就此展开对策分析。
With the developing of Chinese socialist market economy and the promoting of the government transition,government organization required to take the reform of super ministry system,which is the important step in the process of deepening reform of administration management systems and good for the building of a service-oriented government.The reform of super ministry system has been explored for years and it is now at its crucial stage.After recollecting the experiments of discovery,the reforming strategy,supporting measures of reform and the supervision mechanism are considered as the most important and hard points at this stage.They will be analyzed in the following.
