摘要
高等学校是我国科技发展的重要力量,加强高等学校的科技成果转化已经成为国家促进科技进步、推动产业升级和经济增长的必经之路。在构建了国家重点建设的西部十四所大学科技成果转化绩效评价体系的基础上,运用数据包络分析法详细考量各高校科技成果转化的绩效,对其技术有效性及规模有效性进行研究后发现,这些高校的科技成果转化整体效率不平衡,主要是纯技术效率和规模效率的无效引起。
The Colleges and Universities is an important force in the development of the science and technology of China. It has been an important way to strengthen the transformation of scientific and technological achievements, promote the upgrade of industry and the economical growth. Based on building the performance evaluation system for transformation of research findings, using the data envelopment analysis, the author evaluated the performance of transformation of research findings in relating colleges and universities, and discussed the technical validity and scale effectiveness. This paper found that technical efficiency of transformation in the western colleges and universities is unbalanced assigned to the invalid pure technical efficiency and invalid scale efficiency.
