摘要
土地流转制度是新时期应对土地利用率、土地产出价值低下而适用的新的土地利用制度。然而土地流转后农村流动人口的社会保障功能对过去土地保障功能的替代如何转换成为重要议题。文章通过城乡统筹的视角来论证流动人口的社会保障制度构建的必要性和合理性。城乡统筹的社会结构主张城乡之间的公平待遇,城乡统筹的产业结构为流动人口的社会保障提供需求,城乡统筹的劳动力市场也为统一的劳动力市场的平衡流动提出平衡城乡社会保障的制度需求。分类保障,健全农村社会保障制度和提升城市保障的"拉力作用"是文章给出土地流转后农村流动人口社会保障构建的路径选择。
The land transfer system is an application of new land system which is in response to the new era of land utilization and the lower output value of land.However,after the land transfer,the conversion of the social security function has become an important question.This articles though the perspective of Urban and Rural co-ordinate to demonstrate the necessity and reasonability of the construction of the social security system.The social structure of urban and rural culture advocates fair treatment between urban and rural areas,urban and rural industrial structure as the mobile needs of the population to provide social security,Urban and rural labor market also need a balanced urban and rural social security system to match the unified labor market equilibrium flow.Category protect and improve the rural social security system and improvement of the protection of the 'pull effect' after the land transfer is presented in this paper to make the choice of the rural migrants' social security.
