摘要
"十一五"末,新一轮的高速公路建设热潮在中原大地展开,与此同时,高速公路建设与节约土地资源的矛盾在河南省日益凸显。结合国家现行土地利用政策,针对河南省高速公路网络规划新增及改扩建若干项目,综合分析并运用施工技术、工程管理、生态防护等措施,对河南省"十二五"高速公路建设中节约用地、生态保护、综合效益增值等提出了创新性思考和可行性建议。
At the end of the eleventh five-year plan, a new round of expressway construction is surging in Henan province, which is conflicting with land saving. This paper, combined with the existing land policies, aims at the newly-increased and expanding projects, applies operation technology, engineering management and ecological prevention, and presents innovative views and workable suggestions from land saving, ecological protection and comprehensive benefits.
