摘要
市管县体制是目前中国行政区划体制中争议比较大的一种体制。市管县体制在特定的时期和区域内发挥着积极作用,但是,目前市管县政策的执行面临着越来越多的困境,改革已是大势所趋。以浙江省为例,从政策科学执行的角度,以系统分析的方法对市管县政策的执行过程及运行困境进行分析,对于从整体上把握市管县体制改革具有重要意义。
Nowadays,municipality-governing-country system is a system with many serious disputes in re-dividing Chinese administrative regions.Municipality-governing-country system played very important role in special historical periods and in special regions.Though now the municipality-governing-country policy is facing more and more problems,reform is a general trend.Taking Zhejiang Province as an example,the paper discusses implement process and operation problems of the policy from the angle of scientifically carrying out the policy,and it will be of great significance to how to generally manage municipality-governing-country system.
